汇款前要寄一封信，请教各位大神这个多哥的客户到底是不是骗子啊！

小弟外贸才一年，前两天从某个b2b平台发了一个多哥的客人。没谈多久就发了pi（电子版，没盖章的） 后来他回信说准备汇款（100%前t/t），但是他们外汇管制，他必须要寄一封信过来，然后要我们填下我们自己的银行账户信息再寄过去。 请问这种情况该不该答应啊！他信的内容如下： the letter contain my account secret code and account number, then you he to fill in your bank details in the letter, the letter is instructing the bank to remit such invoice amount into the filled account number and bank details for beneficiary use in your country which is me, it contains my signature and name not yours you he to forward the letter to my bank in the address i provided in the letter via email thats all, let me know i you understand that you can do it then i can send you the letter 从来没遇到过这种情况啊！请各位大神分析下，这个客户的真实性如何，该不该让他寄信啊！ 小弟在此谢过了！
