有点长~原文贴出是怕我自己理解有误~懒得一个个隐去船公司之类的相关信息了，如有不妥我稍后一下，实在很费解印度这个神奇国度的清关的事情...希望有高手能解答下...
我们有票货物是8-25到港chennai,客户一直拖到9-25左右才全部还箱完，远超过了能申请到的14days免用箱期，然后客户拒绝接受巨额的用箱费，一定要让我们去和船公司申请折扣和更多的免用箱期。
客户投诉（蓝色）和船公司回复（红色）的邮件如下：
delay in release of annexure iv by maersk. this was required due to hss transaction. our cha started the procedure on 30.08.13. due to response from chennai maersk staff and their working methodology our cha received annexure iv (noc) for processing amendment on 11.09.13. eating away 13 days.
we he received the required documents from consignee/cha for amendment as per high sea sale agreement on 10/09/13 and annexure( amendment letter for customs manifest amendment)??has been issued on 11/09/13 and therefore no delay from our part for??issuing??the annexure.
客户投诉说cha 8-30走程序，但是直到9-11才到msk的amendment（延误13天），msk解释说是9-10到cha的amendment,9-11就issuing the annexure.
这个amendment是指什么?只有issuing了才能清关提箱么?
shifting of containers : port of discharge as per bl is chennai and hence delivery also. these were shifted to tondiapet icd for no reasons. on 13.09.13 edi approved amendment manually. to amend in system, while searching igm (2067298) of chennai port filed by maersk, it did not show in system. cha had to approach maersk again to get info what was the issue. after 3 days (on 14.09.13) they could get new igm (2333239) which was for tondiapet icd. finally cha could amend only on 16.09.13 eating away 5 day.
regarding container movement to icd tondiapet,??please note the container movement to any of the cfs is must as per the customs rule and icd tondiapet also treated as a cfs.? ?there is no delay or different process because the containers moved to icd tondiapet.
客户投诉说9-13edi通过了amendment,但是发现系统里没有igm(2067298)，和msk确认，msk9-14给出回复给了个新的igm(2333239)是tondiapet icd的，但是客户并没要求要送到这个点，最后cha只好再9-16重新修改（延误3天）。msk回复是因为cfs必须是符合海关规定的点，icd tondiapet只是海关规定的一个集装箱集散地（cfs）。
看客户的邮件我以为tondiapet是另外一个地方，结果我搜了下地图，发现…tondiapet is a part of chennai city….那是否可以理解为tondiapet只是chennai的一个集装箱集散地，那这个igm的差错是哪里来的是否是msk发错了？最后cha重新修改的是amendment还是igm?igm又是指什么？
delay in release of do: on 18.09.13 our cha completed all the formalities and were waiting at icd from 2.00 pm to 10.30 pm but did not get do even after getting oc from customs. fyi live chat with maersk is in trail. they could get only on 19.09.13 eating away 1 more day. see my follow up also in attached mail.
the delay in issuing delivery order for a day (as claimed by customer)??is customer he filled the deposit slip without providing the proper utr ( bank payment details ) number on 18/09/13, hence same has been rejected by finance stating missing??of utr (bank payment details) number. then the customer provided correct utr number on 19/09/13 through mail and same has been applied and accounted, accordingly??on same day and do issued on same day itself without any delay. attached mail for your reference.
客户投诉9-18cha好所有手续等msk releasing do，msk9-19才给出（延误1天）。msk解释是等客户给出正本文件以及deposit slip，到以后就立马放了do。
我想这个应该没什么争议的，但是一般do不是船快到港前两三天就发给货人的么？为什么要等到船到港二十多天了才出？releasing do为什么需要deposit slip？这个do是有什么效力？只有releasing do才可能清关提货？？？
