化工品出口到哥伦比亚第一次需要什么证书？

第一次出口化工品（食品级）到哥伦比亚，客户给我发了个这个：
Our bank requires that for the first time we make a purchase from a new company, and in order to avoid any fraud, an original certificate needs to be handled to them, this certificate needs to be printed on the letterhead of your company, and it is only required for the first time. For future purchases will not be required.
问客户这是什么证书，客户自己也说，求问有经验的大神这是什么证书，是自由销售证书吗？
